Many thanks for your note of the oth enclosing copy of the dispatch from the overnor of Hong Kong. I agree with

you that it is rather disappointing, and that it will be desirable to have another memorandum prepared, aither by way of

supplement to the Governor's dispatch or including the Governor's dispatch, It is very desirable that the information as to Hong

Kong's requirements should be furnished as soon as possible to

the Secretariat of the League of Nations, as they are waiting for

it to compile their memorandum on the requirements of the various

Governments. I am not yet ready with my suggestions in regard

to the enforcement of Part 2 of the Convention, but you need not

present wait for them before discussing the matter with Smith,
